David T. Vroman, MD, is a fellowship trained cornea, cataract and refractive surgeon. He also serves as the statewide medical director for Lifepoint Eye Bank.
After graduating Magna cum laude with Honors at the University of Delaware, Dr Vroman received his medical doctorate (MD) at the University of Maryland Medical School in Baltimore, Maryland. He completed his internship in the Department of Family Medicine and his residency in ophthalmology at MUSC. His fellowship in refractive surgery and cornea and external diseases was completed at the Bascom Palmer Eye Institute, University of Miami in Miami, Florida. While in medical school, Dr Vroman was a member of Alpha Omega Alpha, the only Medical School Honor Society, and was President of his Medical School Class.
Dr Vroman’s clinical interests and responsibilities include refractive and cataract surgery, corneal transplantation and external diseases of the eye. He is a member of the American Academy of Ophthalmology, American Society of Cataract and Refractive Surgery, The Cornea Society, Charleston Society of Ophthalmology, Charleston County Medical Association and the South Carolina Medical Association. He earned the Achievement Award from the Academy of Ophthalmology in 2005 and has been voted among ‘Best Doctors in America’ since 2005. Dr Vroman is consistently invited to give lectures throughout the country and has published dozens of journal articles and book chapters. His research has received Best Paper of Session at national meetings on several occasions.
While he has received many academic awards, Dr Vroman’s major focus is on providing excellent patient care. He enjoys building relationships with patients and derives personal and professional satisfaction from helping patients while obtaining the best clinical results possible. Dr Vroman is certified by the American Board of Ophthalmology and licensed in the state of South Carolina.
Millin C. Budev, MD, FAAO

Millin C. Budev, MD, FAAO, is a Board Certified ophthalmic surgeon and managing partner of Carolina Cataract & Vision Center, LLC. He has a long history of treating patients with various eye health issues.
Dr. Budev focuses his practice on surgical solutions to eye diseases such as cataract, refractive, and glaucoma surgery as well as elective cosmetic procedures such as eyelifts and Botox treatments for wrinkles. He has a special interest in the development of intraocular lenses and has performed thousands of eye surgeries using this technology.
After graduating from University of Michigan with Honors, Dr. Budev received his medical degree from the Medical College of Ohio. There, Dr. Budev was selected as a member of Alpha Omega Alpha, the only Medical School Honor Society. He was named Medical Student of the Year in ophthalmology and was elected Student Body Vice President his senior year. Dr. Budev then completed his internship in the Department of General Surgery at the Medical University of South Carolina. He went on to complete his residency in ophthalmology at MUSC. Dr. Budev has authored several clinical publications and is involved in developing future clinical trials research at Carolina Cataract and Laser Center.
Dr Budev is a board certified ophthalmic surgeon specializing in cataract and refractive surgery and glaucoma management. Dr Budev’s interests in providing options for patients desiring spectacle independence have positioned him as one of the leading premium lens surgeons in the area. Dr. Budev is currently affiliated with Trident Eye Surgery Center.
Kristiana D. Neff, MD
Kristiana D. Neff, M.D., is a board certified ophthalmic surgeon specializing in corneal and ocular surface disease, cataracts and refractive surgery.
Dr. Neff graduated with distinction from Purdue University with a degree in Biomedical Engineering. She received her Doctorate Degree in Medicine from Indiana University School of Medicine and completed both an internship in General Surgery and a residency in Ophthalmology at the Medical University of South Carolina. She subsequently completed additional subspecialty training in corneal and ocular surface disease, complex cataract surgery and refractive surgery at the Cincinnati Eye Institute/University of Cincinnati. Following her fellowship, Dr. Neff cultivated a referral practice in cataract, corneal and refractive surgery in Columbia, South Carolina where she also taught residents as an Assistant Professor of Ophthalmology at the University of South Carolina.
In addition to her clinical work, Dr. Neff continues her affiliation in teaching as an Assistant Professor in the Department of Ophthalmology at the University of South Carolina. Her work has been published in numerous scientific journals, and she has authored several chapters in textbooks on cornea and cataract surgery.
Dr. Neff has been recognized by “Best Doctors in America” and has been elected into several honor societies including Alpha Omega Alpha. She is active in the Eye Bank Association of America, the Cornea Society, and the American Society of Cataract and Refractive Surgeons.
